Not in beta or release candidate but as a full-fledged release. I generally like the NetBeans Swing GUI editor. It is WYSIWYG. In general, I prefer the Eclipse IDE over the NetBeans IDE. However, I am pretty flexible when it comes to programmingn tools. I use the best one for the job I have at hand at the moment. Links to this post.
