My Season in C-U. Wednesday, November 20, 2013. Windows 8 vs Obamacare. So which rollout was more botched, Windows 8 or Obamacare? I can personally say I have experience with both, having made the unfortunate decision to install Windows 8 on one (thankfully just one) of my laptops, and dealing with Obamacare, otherwise known as the Affordable Care Act. Because Windows 8 is so confusing and difficult to use, I rarely use that particular laptop. I ended up installing the free Classic Shell.
