一般社団法人非営利東北漁業再開支援基金希望の烽火略称希望の烽火基金は、東日本大震災により甚大な被害を受けた東北沿岸部の漁業及び漁港機能を可能な限り早期に再開させるため、当該地域の主要漁港の市場再開に必要な最低限の資機材等を、地方公共団体および震災特例が適用される関係団体へ供与することを目的とし、2011年7月6日に設立されました。 2012年10月末迄には、希望の烽火基金からの資機材供与冷凍コンテナ、凍結用改造コンテナ、フォークリフト、漁具、荷役機器、事務所家具、事務機器等々の作業はほぼ完了いたしましたが、供与した冷凍コンテナ凍結用改造コンテナの維持管理等の業務のため、本年１１月まで支援活動を続けてまいりました。当時は、支援助成制度も確立されておらず、先の見通しも立たない時期でしたが、希望の烽火基金の被災地支援の構想に接し、まさに希望の烽火が見えた気がしたことを思い出しております。希望の烽火基金代表理事岡本行夫.
