It emanates a really strong foreboding mood yet also has a slightly comical appeal to it and seems to get lighter the longer I look at it. It was obviously taken during the early parts of WWII. If one looks at the stance of the subjects in the picture, I guess one would presume that it was taken in Germany either during or shortly before the Allied bombing raids started.
