About - Legacy II. Born Stephen Anthony Dowell on September 6, 1959 to Anthony Reed Dowell (Physician) and Nancy Jayne Dowell (Schoolteacher) in Muncie, Indiana. Formative years transpired in Indianapolis, Indiana; Durham, North Carolina (twice) and Dayton, Ohio. Returned to Muncie in 1971 for Junior High, High School and College. Over the years, have traveled to Paris, France; Cancun, Mexico; Cozumel, Mexico; as well as business and pleasure trips to most of the lower 48 United States.
