自由亚洲电台消息，9月22日，第十五届西藏人民议会第四次会议闭幕，西藏人民议会议长边巴次仁致闭幕词时，呼吁所有藏人应负起责任，增进团结与共识，共同致力于符合整体藏民族利益的事业。 这次西藏人民议会通过表决制定了一系列决议，包括更改藏人行政中央首席部长名称。有关方面，西藏人民议会政治委员会委员格桑坚参星期六晚间向本台表示：“最重要的一点，为西藏自由而自焚牺牲的同胞表达缅怀与悼念制定法案举行了哀悼。除此以外，这次会议的重头戏是，由于达赖喇嘛把所有的政治权利移交给民选的政治领袖以后，西藏流亡政府的这一政治结构有一些改变，像我们以往将流亡政府的政治领袖称为‘噶伦赤巴’，中文翻译成首席部长或首相，现在达赖喇嘛要求我们建立一个公民社会，按照公民社会的政治框架，通过这次对《流亡藏人宪章》以及有关法律法规的修改，对噶伦赤巴这一称谓现改变为“...1、将‘噶伦赤巴’改变为“司迥”，不如叫总理更符合国际惯例；. 3、将每年的3月14日设立为紧急应急日，其实3月10日就是抗暴日了，没必要再单独设了。 订阅： 帖子评论 (Atom).

新疆的民族矛盾如一个已经临界爆炸又无任何阀门的锅炉。单纯的经济发展让民族冲突不可遏制地继续提升，中共当局肆意妄为的权力和强势的镇压使危机更加严重。解决问题，最终还得靠维汉人民自己。 上世纪 80年代逢到过年时，新疆汉人和维吾尔人的互相拜访还很普遍；到了 90年代，平民百姓不再来往，公务员、一般干部之间互相拜访；而到现在，两族过年时只有领导干部互相拜访。这虽然是生活中的小事，却反映了民族关系变化的 大势。从时间上看，这种变化和北京在新疆开展的「反分裂斗争」是同步的，可以从另一个角度证明新疆问题中「预期的自我实现」。 这的确使新疆汉人在民族问题上站在当局一边，自觉不自觉地把自己摆在镇压者的位置。就连新疆建设兵团那些临时从内地农村招的农工，平时受尽贪官欺 压，一旦 要镇压当地民族时也会摩拳擦掌地请战。而当地民族在被当作防范对象的同时，最终也就真被推到敌对一方。不仅是与政权敌对，还与整个汉民族的敌对。 如中共缔造者毛泽东所说「世上没有无缘无故的恨」，分裂主义也不是无中生有的。如果你把人家当做敌人，人家想跟你分裂又有什么错？新疆当...即使只从经济来说，北京也许真心希望发展能够缩小当地民族与汉族之间...
