Billingual education seeks to establish basic language skills in the native language before beginning english. The controversy is whether this teaching style works better than one in which the student is taught only in english, forcing them to learn the language. Programs like Dual-Language allow students of mixed backgrounds to learn the languages and cultures of the others.
