If a teacher tell his students not to use headphones or have the mobile phone on in class, they will have to obey it. It would be the same with the hiyab (muslim veil). If the rules of the school don’t accept the use of it, you shouldn’t be opposed. The girl can wear her hiyab when she is out of the school.
