Skip to primary content. Celsea Place – Update. I was a little concerned that SODC hadn’t determined the planning application, so I rang the case officer yesterday. Apparently the archaeological survey uncovered a Roman villa and this will delay a decision as the developers will have to re-jig their proposals in relation to the site and re-present them.
