PA 204 Administrative Rules Passed! PA 204 Administrative Rules Passed! 04 Jun 2014 2:00 PM. On Wednesday, June 4, 2014 the Deaf Persons Interpreter Act (PA 204) Administrative Rules were finally passed in the JCAR (Joint Committee on Administrative Rules of Michigan House and Senate) after seven years since PA 204 was amended. It is historic! We now are looking forward to better quality interpreter service in the entire state starting July 4, 2014! Thank you all for getting involved in passing it.
