Given the fact that the thickness of the cast sea is given, I would suggest that the circumference is the inner. Circumference and not the outer. 1 cubit = 18 inches.

Thursday, November 21, 2013. Dissecting Greatness: Peyton Manning vs Tom Brady. His regular season numbers speak for themselves. They are almost unmatched, but not completely. Peyton Manning has just one Super Bowl. Under his belt and it’s been proven that the guy shrinks in big games.
