The guy (a retiree) has about $45,000 in credit card debt that he just transfers between 0% balance transfers options. He's making about 8-9% in interest. Budgeting is a daunting task to so many people because they feel that every penny must be accounted for and that they're a failure if they don't meet all of their goals.
