Pascal's Restaurant and Accommodation. Once a year, around the Patatfees weekend, the streets of Napier are populated by an array of strange characters and bizarre creatures. The Patatfees Scarecrow competition has been running for several years now and visitors can vote for their favourite Scarecrow via SMS. Creativity is the name of the game and anything goes!
