Eitrem didn't want the "constitution" as drafted and delivered to the Board, to become law. They understand that with the original "vague" constitution, there isn't any accountability or penalty for violating codes and laws. Apparently, the tribal court is as useless as the present constitution. Aaron Payment and Todd Gravelle tried to change that.
