Arise and Shine Uganda. Bring Home To Chloe: Part 2. June 24, 2014. Over 2 and a half years ago the Via family began the process of bringing Chloe home from Uganda. In December 2012 the U.S. government denied Chloe a VISA, however, by Ugandan law, the Via’s were already legally her family. Kelly and Smooth Via could not abandon their daughter, so they began the process of moving their family to Uganda for three years until they can reapply for a VISA.
