As I've mentioned before, spam email has become a serious problem for people - the vast majority of email traffic is spam, and unlike some of the other forms of direct marketing, the costs for the sender are minimal and are outweighed by the costs to the recipients who are having to deal with the junk emails. Apparently I was wrong - BT say we can't change the order without delaying the whole installation. You can't send marketing mail to someone you've never done business with unless they have explicitly told you. That they consent. Consenting to a third party doesn't count (e.g. the "do you consent for our partners to send you marketing emails" tick boxes aren't allowed).
