Conversation with Regulators: Where is the Balance in What We Do? Commissioner, Oregon Public Utility Commission. Governor John Kitzhaber appointed Stephen Bloom to the Oregon Public Utility Commission in November 2011 succeeding Ray Baum, a fellow Eastern Oregon Republican. Governor Kate Brown re-appointed Bloom to a second term in May 2016. Bloom brings to the Commission a history of public service, a proven judicial temperament, and deep experience in Eastern Oregon’s legal and business community.
