Rybak wants to transform the dull-but-improving Washington Avenue into a pedestrian-friendly, tree-lined boulevard. That could act as the Mill City's version of the Avenue des Champs Elysées in Paris. Uh, right. Best of luck with that (seriously! The AIA Minnesota has a page up on the project.
