In and Around Austin, TX. Wednesday, November 20, 2013. Whose jurisdiction is it? This low water crossing ares is really a multi-jurisdictional place, I say this due to being told by an Austin police officer that Austin and the Lower Colorado River authority run the water and the county has the road. I do not know this to be fact but I do know I have seen all three agencies patrolling the area. Can I fish there? What about walking and biking? How do I get there?
