The reality is that the Act stipulates that in 2018 there will be an excise tax imposed on what is commonly called Cadillac Health Plans, those costing far more than normal. Cadillac Plans typically do not have patient co-pays or deductibles. Very few people can afford plans such as these, so they are typically available only to the very wealthy. Your average citizen will not have to worry about this. This sounds awful, but it is pure B.S.
