P評：對現代的治理者而言，是否因為資訊的通達就可以免受控制資訊者的偏好影響，而可以直接的看見人民的安居或是民不聊生，有嗎? 資訊的通達不代表資訊的真實，也不代表不受控制資訊者的操作，也不代表治理者的對於真實的反映就如預期，看見可以當作沒看見，這就是人性。 結論：當冤大頭是老百姓最合算的選擇，而當貪官汙吏則是官吏最合算的選擇。這不是道德問題，而是利害格局決定的。p8.
