Option Five Renewal of Portfolio Reengineering Demonstration or Preservation Projects. This option is for projects that entered into long-term Use Agreements under their respective programs. Owners can receive a multi-year contract not to exceed the lesser of 20 years or the remaining term of the recorded Use Agreement. Preservation Projects primarily consist of Section 236 and 221d3 BMIR projects whose Owners entered into long-term Use Agreements with HUD under the Preservation Program.

Option 1 - Mark Up to Market Procedures. This option allows you to mark up your Section 8 contract rents to the current market rents as determined by an analysis of the market in which the property is located. Option 1 is divided into the following two options:. Option One-A: Entitlement Mark-Up-To-Market Eligibility. As Section 8 Housing Assistance Payment contracts expire, owners must apply for contract renewals to continue receiving monthly voucher payments from HUD. PMAM works with owners and management agents to help renew these contracts. Contract renewal requests are due 120 days prior to the contract expiration date. Owners and Management Agents are also reminded that HUD requires that a one-year written notification. The following renewal options are available:. Mark Up to Market Procedures. Bethesda, MD 20814.

Option 2 - Contract Renewals for Other Projects with Current Rents At or Below Comparable Market Rents. This option is for properties with Section 8 contract rents at or below the comparable market rents determined by a 3rd party Rent Comparability Study (RCS). The Section 8 contract rents can be adjusted by either an OCAF rent adjustment or a budget based rent adjustment. The new gross rent potential should not exceed the comparable market rent potential determined by the RCS. Worksheet for Option Two.

Option Three Referral to the Office of Affordable Housing Preservation (OAHP). This option is for projects that believe their Section 8 contract rents are above the comparable market rents in the area and who have an FHA insured mortgage or a Secretary-held mortgage. Owners can select between the following two sub-options:. Option 3A (Lite) A Renewal of the Contract without Debt Restructuring with the Rents Reduced to Comparable Market Rents.
