The first consultancy was in Oman in 1979 when he drafted Oman’s 200-mile exclusive economic zone legislation and the second consultancy was in Sao Tome and Principe in 1981 where Carl negotiated fishery access agreements with the Soviet Union. Carl has practical working knowledge and experience in oral and written Spanish, French and German.

Members of the Payun Matru Cooperativa. About 100 people live in the Reserve. Their primary source of income is from the sale of goat meat and hides, which averages less than USD $2.00 per day per adult.
