財政司司長曾俊華今日將發表財政預算案，無論有五花百門的紓解民困措施，還是杳無新意的陳腔舊調，政府的財政離不開幾條大數，收支賬目，又不是甚麼火箭科學，應該很容易理解，可惜每談論到公共財政，慣性將數字置諸腦後，有人關心弱勢社群的需要，又有人就關心政府庫房的充裕，萬一大開米倉導致庫房空虛，就要加稅，結果各有各說。日勤將數字搬出來，好讓大家討論和解讀下午的公布時，有多點依據。外界預期，今個財政年度大概收支平衡，因此，財政儲備約為5000億港元。如果將之全部分派給700萬市民，每人可分得7萬元，以港人收入中位數計算，等於港人半年收入，如果一次過派發，也遠較任何可能的派糖計劃優厚，即使政府要預留一點積蓄，以應付金融海嘯可能導致的稅收和賣地收入減少，以及失業綜援開支增多，積蓄水平也有數得計。究竟庫房需要多少錢呢？作最壞打算，假設末來五年經濟環境都像2003-04年度差，而政府亦沒有能力舉債的話，庫房也應付有餘 - 5年用4,000億元，還餘下1,000億元，即每人1萬元有多。 12300;新政」旨在以政府干預，為受到1929年股市大崩壞的嚴重打擊的經濟，帶來新機遇&#12...日勤認為，中國今日的經...

市場調整何時了？日勤認為這只是開始。股票價格主要受三種力量支配，短期而言，估值風險主導股價，而估值又受市場氣氛和新消息影響。今日，市場不乏壞消息，美國信貸危機牽連至金融機構的倒閉潮，最新一間為美國最大儲備及貸款機構WaMu，在這個全球恐慌之下，香港也人心虛怯，東亞銀行（023）鬧出小型擠提，在估值大幅波動之下，同一件資產，即使本質不變，也可以朝不保夕，大市由去年高位至今，下調幅度四成，而盈利未見倒退，足見估值變化的力量。而歷來每次估值大幅下跌，隨之而來的，就是盈利倒退，即日勤要說的第二種風險──盈利風險，其短暫滯後的現象，多少反映股市投資者預見經濟型勢不對，企業盈利未公佈之前趁早減持，也反映企業盈利雖主要來自Main Street，即金融業以外的各行業，包括零售、建築、製造、貿易、旅遊等，也間接受估值變動的影響。今日市場面對的政策風險，是金融機構如何在政府的協助下，為債務減磅，在這個過程中，對其他與經濟關係密切的活動也有影響。例如，信用卡、汽車和企業貸款，以及海外的金融投資，...今年真是了不起的一年，北京成功主辦奧運、中國奪得最多金牌，揚威全球&#6529...三）事有湊巧&#122...

一匡在黃大仙區長大，現時雖然已經搬離該區，但仍習慣每月都到黃大仙中心的一間髮廊理髮。上星期，一匡如常來到黃大仙中心理髮，卻發現整個商場變了一座死城，幾乎所有店舖都關門大吉。一匡後來與髮型師傾談，才知道原來領匯(823)正重整黃大仙中心內的商舖。髮型師告訴一匡，領匯管理層給小商戶兩個選擇，一是大幅加租，二是搬到商場內的「死位」，大部分商舖眼見經營前景困難，紛紛忍痛結業。髮型師的舖頭雖然能夠繼績營業，但租金就要大加一倍，還要斥資翻新整間髮廊，才獲得領匯續約。過去二十年，歐美掀起「新公共管理革命」，鼓吹公共服務私營化，認為政府應將服務外判給私人營運商，甚至索性將擁有權賣斷給企業，才能夠改善服務效率。政府部門架床屋，適當引入巿場力量及企業經營手法，無疑可提升官僚機構效率，值得支持。但如果矯枉過正，一味強調效率的重要、而忘記了公營部門原來的存在目標──推動公平公義等社會價值，極端私營化往往是災難開始。消息人士是誰？為甚麼新地沒有澄清有關報道呢？為甚麼新地在宣佈罷免的公佈上，沒有說明罷免的原因？新地董事會就罷免及委任主席的投票，究竟有多少票贊成，棄權及反對呢？報道引述消息人士指，除缺席的...
