My dad was a fishing resort owner-turned real estate broker and my mom was a high school Spanish teacher. Whidbey Island was a great place for me to grow up. Living outside of Freeland, going to grade school in Langley, and commuting to high school in Oak Harbor afforded me a great exposure and appreciation of all things the island has to offer.

After reviewing 1,841 letters with over 15,000 individual comments, the FHWA published the Final Rule in the December 16, 2009 Federal Register. The new rule takes effect on January 15, 2010 and states have up to two years to adopt the new Manual.
