Both tools depend on the reviews by researchers themselves. The first tools covers all journals, the second tool just covers journals for Open Access. Was introduced by Adam Etking. read more on their website or in Scholarly Kitchen. And there is an 'independent' evaluator who acquired informaton from users " Journal Reviewer.
