自2008 政府信息公开条例 实施以来，各部委、 各级地方政府及其部门陆续制定、发布了一系列相关细则性的实施办法，配合条例要求并结合自身行政实践进行了重要的制度规整与创新。 但是从政府实践过程来看，政府信息公开供给与公众信息获取需求之间仍然存在着较大差距，主要表现在 一些部门尚未建立起政府信息发布机制，或者缺乏具有操作性的细化规定，影响了政府信息公开工作的开展 在财政预算与决算报告、行政事业性收费、政府集中 采购等依法属于政府主动公开的重点领域，仍然存在着公开不及时、形式不规范、内容不具体等问题 部分政府部门没有及时向当地信息公开查阅场所报送信息，弱化了信息公开查阅场所的服务效果 政府新闻发布会制度有待常态化、规范化。 在上述工作基础上，为进一步总结公开行政、建设阳光政府的有益经验，客观评价、推广阳光政府建设的重要成果，弥补行政机关依法、科学、民主行政的能力不足，在整体上推动中国各级政府机关信息公开工作的优化发展，并形成相对权威与系统的中国政府透明度科学 评价体系，我中心拟于2012年上半年正式发起设立 阳光政府奖 并开展首届评选活动。 二 中心提名与自主申报 7月1日 8月10日.
