自1960年代以後，由於台灣工業高速發展，污染物排放在短短四十年增加了數十倍，並且由於工業、車輛及人口密集，目前每單位面積空氣污染物排放量在世界重要國家中排名第一(表一)， 導致台灣環境品質嚴重惡化，空氣污染方面懸浮微粒及臭氧經常超出影響國人健康之標準，酸雨也造成嚴重環境問題，每年隨酸雨及乾沈降進到地表的硫酸鹽、硝酸鹽及氨鹽高達每公頃200公斤， 也是全世界最嚴重的地方 之一，不只對農作物會有不利的影響，對台灣的整體生態都會有衝 擊。 懸浮微粒對太陽輻射有散射及吸收的作用，對雲及降雨也有影響， 因此可能引起台灣區域性氣候變遷， 甚至干擾溫度及大氣環流，也可能 衝擊台灣的水資源。 有鑑於此，在李遠哲院長強力倡導下，中央研究院地球科學研究所於民國八十八年十一月成立 “環境變遷研究計畫” (Environmental Change Research Project; ECRP)，聘請喬治亞理工學院劉紹臣教授為特聘研究員，主持環境變遷研究計畫的籌備工作， 期望孕育一所具國際水準的環境變遷研究中心。
