Request for Assistance (RFA) Preparation Information. The Board focus is not only on health care, but, also on a healthy community approach. The Board doesn’t approve RFAs if they don't meet the healthcare requirement or if there are similar programs being funded. Redbud Health Care District was established in 1964 to own and operate a Hospital located in Clearlake to improve health care primarily in the Southern part of Lake County. By law, the District was divided into five Zones. Each Zone is represented by a Board Member. The Board Member must live within the Zone that they represent. The present District area and Zone boundaries are shown on the District Map. Approves the MSR. LAFCO Resolution 2012-0002. Sue Burton - Zone 1. John Eckhardt - Zone 3.

State Assembly Bill AB8 authorizes a small portion of the property taxes collected by the County from property located in the District to be returned to the District for health care needs in the District. It is important to understand that this is not a special tax, but, is a portion of the normal 1% property taxes property owners pay to the County. If Redbud Health Care District didn't exist, this tax money would be retained by the County to be used for purposes other than health care.
