Monday, August 14, 2006. On the streets of Dili you regularly notice small groups of men and women sweeping and gathering up the detritus of the city. They wear masks over their mouths and noses to prevent them from inhaling the dust and their bodies are clothed with black t-shirts with Oxfam emblazoned in green lettering.
