Through Bebé B.E.S.T., young families can borrow, at no cost, a variety of baby equipment, such as:. Baby Formula and Emergency Diapers. Safety-net programs such as Food Stamps or WIC (Special Supplemental Nutrition Program for Women, lnfants, and Children) do not cover the cost of diapers, and can only provide whatever brand and type of formula is currently available.
