Disable Mini-Setup on a Windows XP PC. February 20th, 2013. I was making an image for a HP TC4200 tablet PC. I Syspreped it and sent it up to the WDS server with no issue. But when it came back down it would fail at the Windows Mini-Setup Phase. I reboot the PC and then it would fail at Mini-Setup again. This Microsoft Knowledge Base Article got me out of trouble.
