2014-15 County of San Diego Annual Report. The County was the recipient for the fourth straight year of the Grand Golden Watchdog Award. The San Diego County Taxpayers Association’s. For overhauling its building permit process, making it faster, easier and less expensive for applicants. The Taxpayers Association additionally honored the County with a Visionary Leadership Award. The County previously won Grand Golden Watchdog. Awards in: 2014 for its mutual cooperative efforts in battling the May wildfires.
