It is staffed by Leah Levinger, the Director of CHI. The Committee meets quarterly to discuss the budget and general direction of CHI. Programs & Campaigns. The CHA is an agency failing to serve low income and working families who need affordable housing in the city of Chicago. It has the capacity to help tens of thousands more households than it serves each year. How has the CHA betrayed the public trust? CHA left over 3,800 public housing units vacant last year, while receiving full federal funding for each and every apartment in its inventory, occupied or not. 20% of the housing owned and operated by the CHA was left unoccupied.
