Naval Junior Reserve Officers Training Corps (NJROTC). Congress established Junior Reserve Officer Training Corps (JROTC) in 1916 with a broad mandate to develop good citizenship and responsibility in young people. The Navy program was established in 1964. There are approximately 500 high schools nationwide authorized to offer the NJROTC program. The program is conducted by instructors who are retired Navy, Marine Corps, and Coast Guard officers and enlisted personnel. WHAT DOES THE NJROTC PROGRAM DO?
