Galle is de tweede grote stad in Sri La. Ligt aan de zuidwestkust van Sri Lanka op ongeveer 110 km. zuidelijk van de hoofdstad Colombo. In een krant van 24 november 1866 werd aangekondigd dat Galle een gemeentebestuur zou krijgen, welk op 1 januari 1867 werd geïnstalleerd. Galle beslaat een oppervlakte van 16,5 vierkante kilometer. 15 wijken en 19 gemeenteraadsleden. Eind 2014 heeft Galle 103.058 inwoners. Jaarlijkse regenval: 2377.9 mm. De relatie tussen Velsen en Galle dateert uit het jaar 1976, toen het eeuwfeest van IJmuiden en het Noordzeekanaal. Werd gevierd. De gemeenteraad wilde toen een stedenband aangaan met een gemeente in de Derde Wereld, een voor die. Tijd vrij uniek initiatief. Evert Jongens, wiens roots' in Velsen liggen, kwam als directeur van de Stichting Nederland-Sri Lanka,. En als oud-Velsenaar, met de suggestie een band aan te gaan met Galle. SOS Velsen, de Stichting Ontwikkelingssamenwerking Velsen, is in juni 1985 opgericht als samenwerkingsverband van mensen met verschillende geestelijke achtergrond met een actieve belangstelling voor ontwikkelingssamenwerking.
