About Gov. Dean. Gov Howard Dean, M.D. was born on November 17, 1948 in New York City. Dean received his medical degree from the Albert Einstein College of Medicine in 1978 and in 1981 he married fellow doctor Judith Steinberg, whom he had met in medical school. Together they began a family medical practice in Shelburne, Vermont. Dr. Steinberg continues to practice there. During his tenure as governor, Vermont paid off much of its public debt, had a balanced budget 11 times, and reduced income taxes twice.
