On December 5, 2001, the Commission adopted policies and procedures consistent with the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000. Since this time, amendments have been made to the Act. The Commission adopted a comprehensive update to the Policies and Procedures manual on September 25, 2013 to reflect these changes. This document is required to be completed prior to or in conjunction with an agency's Sphere of Influence (SOI) Update. Staff typically combines the MSR and SOI update in one document.
