Το έργο υλοποιείται από το Ινστιτούτο Κύπρου (επικεφαλής εταίρος), την Αρχή Ηλεκτρισμού Κύπρου, το Τμήμα Ανάπτυξης Υδάτων, και το Δίκτυο Πράξη (Ίδρυμα Τεχνολογίας και Έρευνας). Ο συνολικός προϋπολογισμός του έργου είναι 1,29 εκ. ευρώ και συγχρηματοδοτείται από την Ευρωπαϊκή Ένωση (ΕΤΠΑ) και από Εθνικούς Πόρους της Ελλάδας και της Κύπρου. Η πειραματική μονάδα θα τοποθετηθεί σε ειδικά διαμορφωμένο χώρο στο Πεντάκωμο, σε έκταση η χρήση της οποίας έχει παραχωρηθεί στο ΙΚυ από την Κυπριακή Κυβέρνηση.
