围绕 国家中长期教育改革和发展规划纲要 2010—2020年 的制定，奕阳教育研究院与21世纪教育研究院合作开展课题研究，组织召开专家系列研讨会，撰写并发布了 儿童优先 实现学前教育的战略发展 专项报告，该报告已作为 2020 中国教育改革方略 的学前部分正式出版发行。 2010年12月共同发起“农村儿童学前教育探索 公益组织案例分享会”。
