At our monthly Board meeting yesterday, we determined that our club's Rotary centennial project, to construct a handicap-accessible canoe launch at the Evanston Ecology Center, on the banks of the serene North Shore Channel, was not going to fly, primarily because of the reluctance of the City of Evanston to apply for federal or state grants that would generate needed funding.
