We propose that Congress pass and submit to the states for ratification the following constitutional amendment:. The total public debt of the United States shall not exceed the debt limit established by this amendment. The debt limit shall be 20,200,000,000,000 dollars on the 1st day of July, 2016. The debt limit shall increase by three (3) percent to 20,806,000,000,000 dollars on the 1st day of July, 2017.
