Killeen needs to establish a program where by it can improve existing roads or construct new roads in advance of residential or commercial development. One such method is to establish impacts funds whereby developers will pay into a development fund for access roads/streets into a subdivision based on the number of home sites in a given subdivision and the increased traffic flow resulting there from. Although the placement of traffic lights are under continual study be the Public Works Department, I have and will continue to work with the City Manager to improve the placement and timing of traffic directional signs and lights. It was turned down both times. I recall that the council has considered this issue two times during my four year team. I don’t recall if I presented it the second time or not. But, I supported it both times. 1 that the chair rate each member of his/her committee and recommend continued service or removal annually,.
