Employees of these investigating agencies are almost always policemen who belong to the state police/ IPS/ CBI cadres, who are there on a temporary deputation! So, if even the creme de la creme of our bureaucratic set-up isn't immune to political pressure, how can subordinate officers of any vigilance team be empowered to act without fear?
