Microfinance loans for income generating purposes to over 2,200 women had significantly increased household incomes. On-the-job skills training resulted in a substantial increase in stable employment and incomes for over 1,900 families. TPAF assistance results were generally appreciated by local leaders and community beneficiaries.

In 1998 Arthur Holcombe established TPAF to promote livelihoods and well being in poor rural areas of the Tibet Autonomous Region of China. In 2009 TPAF expanded its poverty reduction work to other poor regions of Western China and, most recently, to Gaza. Arthur continues to serve as TPAF President. Since 2000 Dr. Holcombe has also lectured on various development and aid strategy topics at the Brandeis University Heller School of Social Policy and at Beijing Normal University.

Recent Achievements in 2010-2011:. 624 households in Shangri'la County received household greenhouses intended to provide a year round source of increased food security and improved nutrition. Households have been growing and successfully harvesting cabbage, lettuce, eggplant, chili peppers, bell peppers, tomatoes, onions, garlic, and chives. 255 families also received pairs of young Tibetan goats and pigs to raise, intended both to increase cash income and improve family nutrition. Since 2003 TPAF has been working to demonstrate a market-based model of cultural heritage preservation that strengthens the capacity of artisans to preserve their craft making traditions while improving their livelihoods in the process. The Artisan Initiative aims to strengthen the capacity of traditional artisans by:. 1) Providing technical production skills training to improve the design, quality, and market appeal of their products.
