Anybody who speaks two or more languages knows that bilingualism (or multilingualism) is a continuum. What does it mean to be fluent in another language? Does it mean you can carry on a conversation, or read, or interpret, or write in that language? If so, do you have to be able to converse about technical/scientific/legal/medical things, or is it okay if you only can get by in common speech?
