This washes away the starch and keeps the rice from becoming gummy. 2 Place rinsed rice in a pan over HIGH HEAT and add the water. Bring the water, milk, butter, sugar, and salt to a boil in a sauce pan. Remove from heat and add the flour all at once. Stir with a wooden spoon until all the ingredients come together. Place back on heat and continue to stir briskly and cook until the mixture comes together and pulls away from the sides of the pan. Fit a pastry bag with a plain, wide tip.
