The Twin Lakes Canal System was started in the summer of 1900 when farmers from Clifton, Dayton and Weston banded together to explore the possibility of transporting water from Mink Creek, nearly 30 miles to the east, to their parched farm land on the west side of the valley. They formed the Oneida Canal Company and filed a claim for 300 second feet of water from Mink Creek. The project includes 30 miles of canal, an inverted siphon across the Bear River, and several storage reservoirs along the way.

Boats must be inspected for Quagga mussels, before being allowed on the lakes, an inspection station is on the S.end of Franklin Idaho. How does a dam on Bear River conserve Mink Creek Water? First of all, it provides extra storage. The three current reservoirs provide a little over 18,000 acre feet of usable storage (an acre foot is the amount of water needed to cover one acre with water a foot deep). When the canals freeze up Mink Creek runs down its channel into the Bear River, a little below the proposed dam, but that water can be exchanged for Bear River water flowing into the dam.
