HISTORY OF THE USSC. The earliest beginnings came out of a meeting of three chaplains who had served together in other organizations. Chaplains Joseph P. Howe and Richard Karr met in Toledo, Ohio, at the home of Chaplain John McClure. The three drew up a proposal and faxed it from the Toledo Art Museum to Rolland E. Wiegand. The proposal was the initiation of the new organization. After much discussion, a formal proposal to name the organization the United States Service Command was unanimously adopted.
