For the last four years, the national hand washing campaign has promoted Hand washing with Soap (HWWS) in 30 focus districts and has increased the overall rate of hand washing from 14% in 2007 to 27% in 2012. The 1995 Uganda National Constitution stipulates that every Ugandan has a right to a clean and healthy environment. Millennium Development Goals (MDG) 4 clearly focuses on reducing child mortality by 2/3 by 2015 but this cannot be achieved if one of the leading killer diseases diarrhoea and pneumonia are not addressed.
